Póvoa de Varzim is an ancient fishing port with roots dating back to the Middle Ages.
References to the locality appear as early as 953, in a medieval document.
In 1308, a charter was granted that gave rise to the municipality of Póvoa de Varzim.
The Paços do Concelho (Town Hall) building was erected in the 15th century, with arcades on the ground floor and windows on the upper floor.
At the end of the 18th century, the building was degraded, leading to the construction of a new space.
In the 20th century, the building was bought and adapted as a private residence, losing its original structure.
Currently, the building has two floors and a simple facade, without the old arcade structure that was its main feature.
