The building housing the Regional Legislative Assembly of the Azores is located in the city of Horta, a central point on Faial Island. Situated in the area known as the Old German Colony, its position within Horta's urban fabric offers a modern perspective within the city's context, being easily identified by its unique architecture.
Inaugurated in June 1990, this building was conceived from scratch for its current function, following a project by architect Manuel Correia Fernandes. Its architecture stands out for its simplicity and contemporary, minimalist lines. Constructed in reinforced concrete and painted a pinkish hue, the exterior features large openings with cream-colored wooden frames, protected from the sun by external metal blinds that give it a distinct character.
Inside, the building is distributed across four floors. One of the most notable elements is the plenary hall, positioned centrally and bathed in natural light entering through a large dome. This dome, hemispherical and visible from the exterior, is one of the building's most recognizable features, with its roof covered in copper sheeting, a detail that adds a unique visual touch to the structure.
Beyond its institutional function and architectural interest, the building also houses a significant work of art. In the "Passos Perdidos" (Lost Steps), an interior circulation area, visitors can observe a set of panels created by the artist António Dacosta. Created in gypsum bas-relief on wood and colored with acrylic, these panels are composed of dozens of anonymous faces. The installation was designed to represent "The People watching the Government," lending a symbolic and cultural dimension to the experience of visiting the site.
